Background
The background of land records in Trongsa, like in other parts of Bhutan, is deeply connected to the country’s traditional system of land ownership and administration. Historically, land in Trongsa was managed through customary practices under local rulers and monastic institutions, with limited formal documentation. The Trongsa Dzong, serving as both a religious and administrative center, played a key role in overseeing land use and taxation. Land was often granted to families for cultivation or service to the state or monastic body, with oral agreements or rudimentary records maintained by local authorities. This system, while functional for small communities, lacked uniformity and clarity, leading to disputes and inefficiencies.
To modernize land administration, Bhutan launched several initiatives in the 21st century, including the National Cadastral Resurvey Program (NCRP), which aimed to update and digitize land records across the country, including Trongsa. The program focused on resolving land disputes, correcting past registration errors, and creating accurate cadastral maps using GPS and digital tools. Today, land records in Trongsa are managed by the National Land Commission in coordination with local authorities, ensuring better transparency, security of tenure, and support for planned development. This transformation has helped align traditional land practices with contemporary governance and environmental sustainability goals.
